Hey First time I create a shoppers account and it's work good after few days ago i receive notification about limitations Why this happen? 2 days ago I convert my account into business account

You need to contact customer services to resolve any limitation issues.
Click help / contact bottom left of Paypal pages for options available for your country.
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
