Account limitations

After some emails, a paypal customer service rep, realized that my account is giving problems since I a live in Costa Rica, and the account is set up as if I lived in USA. Because of that I couldn't verify my identity. I want to cancel this account, but before doing that I would like to use the remaining balance that I have. I have tried to get in touch with paypal's customer service, but I haven't got any answers. Any help will be greatly appreciated!

Unlikely you can do that if its an account that is not in your country.
