Why is it when I submit the bank statement that paypal are not removing the limitation on my account?

I have never had to supply a bank statement to PayPal... did you get the text message I got this morning too? saying it was limited and to verify click on the link http://gg.gg/pypal-limited

the PYPAL is what I caught as it is not PAYPAL... it is a scam
