Account limitation

I tried to resolve my account limitation and every time I try to resolve the card it shows a confirm the card. When I do it tells me it will charge 1.95 and then it does not resolve. I resolved the other 2 steps but can't resolve the card issue. I added a new card and made it the preferred method of payment. Still will not resolve and let me make a purchase. How does a person fix this? I've been trying for hours and days to resolve my problem. So stressful. Please, someone, help.
