If its temporary then paypal normally directs you to the message or resolution centre to resolve any issues.
If its permanent sadly nothing you can really do about it.

The email said confirm identity so i confirmed and sent proof of billing and proof of identification and whats the next step...how many days to wait..and how about my funds there how will i get it

You need to contact customer services to resolve any limitation OR account specific issues.
Click help / contact bottom left of Paypal pages for options available for your country.
Or have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their facebook or twitter pages.
