Account limitation

Hello. My account is limited and PayPal requires additional information that I have provided he demanded a bank account and I approved it now he requires a bank card confirmation but does not allow me to add a bank card because the page I need to access is not available for that action. I do not understand what is happening. I write to the PayPal team but there is no answer for more than month. I call their office and they do not answer me again. Who can help me to solve this problem?
