Account limitation

Is it possible to overcome the account limit since I use a prepaid card for PayPal?  my purchases are 4 to 5 times a year the most and the amount of money which i send every time is very small.

I placed an order a few days ago and I received an email from PayPal about account limitation.

I can't even contact with them..

Can somebody tell me what is going on and what to do?

You need to contact customer services to resolve any limitation or account issues.
Click help / contact bottom left of Paypal pages for options available for your country.

Thank you very much for your help but I tried to contact with them and no one is there to help me. I sent 2-3 emails and they keep ignoring me. I really don't understand what is going on with them and with my account.
