I created my PayPal account when I was 17 and after submitting documentation it was completely locked due to the fact that I was under 18. I just recently turned 18, and I'm not sure how to lift this limitation. Any ideas?
Sadly you would never be able to use an illegally made underage account again, it would be permanently limited.
There are no guarantees that paypal would allow you to open a new account as you have already broken their rules once, but you would need to contact them and ask now that you are 18 if they would allow you to do so.
