Account limitation and poor customer service

Hello all!

I've experiencing poor customer service from Paypal Russia for 3 years already. I can't believe that a small issue can't be resolved during all those years!

Before I used another account (not yet verified) and when I moved to another country I couldn't verify myself because I didn't have the residential card. I asked the customer service to assist with the issue to help me send the left money to my new account and close the old one. However, each time I contact I get a new customer officer to whom I have to explain the situation from beginning. What I received are automatic instructions, verification that documents are received and request to wait. 

I just wonder how come Paypal can have such a disappointing customer service. What shall I do to get the issue resolved or just give up on it?
