Account is limited for no apparent reason

My account has been banned after a few days on reviewing my identification and saying that this account could provide potential risk. I'm confused on how my newly created account is limited/ "banned" for no apparent reason. Is there another step in verifying my identity since the call line is not available due to the COVID - 19 ? Or is there no other way to fix this issue because I made a paypal business account for streaming services?
