Account is Limited, can't add money, but now have negative balance going to collections

My account was ABRUPTLY disabled and was told I can NEVER use it again. I'm 100% certain this was an error, they told me I buy/seller firearms...which I DO NOT, I DON'T EVEN OWN A GUN - I sell collectible trading cards.

 

Never the less I have a buyer who requested a refund on eBay, so PayPal automatically removed the money and is now asking me to add $100.62 to my account, the buyer sent the item back but I can not add funds to my PayPal and eBay gives an error because it's trying to refund the buyer from my PayPal.

 

So three things are now happening:

1 - I can't refund the buyer via eBay

2 - I can't add funds to PayPal

3 - PayPal now says "If you don't pay the amount due, the case will be referred to collections." 

 

This is just wrong.

 

I'm certain my account should not have disabled but now I'm just over that part...I simply want to give this buyer his money back and do not want to go to collections.

 

Does anyone have any insight or suggestions to this?

 

ANY help would be greatly appreciated.
