Account blocked

So one day I was opening my PayPal and it said I had to verify my identity by submitting photo ID which was my passport. I submitted it but it told me we couldn't verify it was you. So I called customer support and after explaining the situation to the employee he told me that he will submit a ticket and I'll receive a reply within 4 working days. Later that day I receive an email saying my account is blocked. Like why? I dont understand how they reached the decision to block my account. Can anyone provide any clarification on this or is it just bad customer service? I'm not sure.. I use PayPal on alot of stuff so this just put a roadblock in front of me. And I can't even create a new PayPal with my bank info because guess what.. I'm a student and only have 1 card.
