I have linked and confirmed my bank account and have completed the needed information except for the passport as I don't have one as of now but my account is still not verified. Also the link on the steps to verify my account does not help at all.

Thank you for your post. I'm sorry you're having trouble verifying your PayPal account. From what you've described here, it sounds like you're referring to an account limitation.
