It says "You can no longer use PayPal", I'm above 18 years old and its saying I am under the age limit.

I guess the point may be that you opened the account under 18 in which case it would be an illegal underage account even if you were 20 now.
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
