Account Permanently Locked with Outstanding Negative Balance

I need helping contacting PayPal support in order to pay a negative balance.

 

My account has been permanently locked after a purchase was made on a website that I had forgotten was still active and the charge subsequently was reversed back to a customer. This reversal has left a negative balance of approximately $5 dollars, but after I provided identification and an explanation for why the order was unfilled, my account has been completely locked out of any PayPal services.

 

I have been completely unable to reach PayPal in any way. Any phone calls are met with a response saying that they cannot help me over the phone and to submit an inquiry at the Help Center, but I cannot find any way to submit a ticket in the Help Center either.

 

All I want to do is pay this negative balance so that it does not go to collections. I don't need this account anymore.
