Account Locked cannot give or recieve

My cousins prepaid card. Is no longer working because of its magnetic strip no longer read. He ordered one which will take a week to come in. He needs his cash to pay his bills. Someone told him that he could link his card to a PayPal account. He uses my account to link his card. He looks for an option to send money to my balance. So he can withdraw money. Well his card information in my account information for two different things. So unaware of this I tried using my card and find out I'm locked out. I just received my income tax in with the new steam is Bill coming. I'm told that may have to wait a hundred eighty days to receive my money. I'm unemployed and I need to see what I can do to hurry this process

So you allowed another person access to your legal personal paypal account totally against paypal rules by letting them add their card and so you were banned.

If you have been told your Paypal account has been permanently limited then Paypal tends to hold any funds for 180 days. This is the same time frame that buyers have to open Paypal disputes.

If no disputes are opened in 180 days then normally you are allowed to withdraw the funds. That is as long as you are over 18, the account is in your legal name and registered in the country where you reside.

Sometimes they confiscate funds under this policy.

Paypal also may request further documentation from you before you can withdraw those funds.
