Account Locked, Bank Removed & Unable to withdraw Paypal balance

Hi,

A couple of days ago I sold something on Ebay and the transaction went through Paypal. Because it was a larger sum of money and because I had received over a specific amount, Paypal locked my account and requested that I provide them with more information so that I could access my account again.

I sent the documents needed (passport/bank statement/etc) and then Paypal contacted me to say that my "Appeal was refused" because I was under 18 when I opened my Paypal account (over 8 years ago), and that I would now no longer be able to use my account. It stated in this email that I could no longer send or receive money on my Paypal, but if I had a Paypal balance I would be able to withdraw it to my bank account.

I have just tried to withdraw my Paypal balance from the Ebay sale to my bank, and found that Paypal have removed my bank from my account. I tried to add it back and it won't let me. I now have no way to transfer my Paypal balance to my bank.

Can somebody please help with this?
