Account Limited and no resolution on Paypal's side wrt the issue they have on the documentation

So I have now tried twice to have my account limitation removed,

My utility bill is in both my and my spouse's names so obviously the name on my Account/Bank wont match.
The Surname and address matches.

I am not getting any traction whatsoever from Paypal and no we have an entire salary that we cannot get hold of because of their lackluster response.

No agent available to discuss or help, I have now resubmitted the same utility bill and an internet SP document in the hope of them finally just waking up or getting in contact with me seeing as its the 3rd attempt now.

Got same problem. It’s impossible to contact paypal at all. Only automatic generate msgs with links to resolution center. I’d open a new account but probably won’t be able to use same bank and card details. Don’t know what to do as well.
