Account Limited - Card

Good Day,

 

My account has been limited due to "suspicious activity" on my card. However, the card itself has been unusable for a year and I have been trying to contact them for resolving my problem with it multiple times the past year to no avail. So now I could not restore my account until after my card gets resolved. I would like to ask if this can be resolved simply by unlinking my card from PayPal. I at least have provided a valid ID to PayPal for resolving but the next step which is to confirm the card I can not.
