Account Limited - All required Docs Submitted

I am at my wits end with PayPal. Business account has been limited for in excess of 12 months. All required documentation has been submitted as requested and reflects as such on account. Receive zero feedback from them. Have small amount of funds still stuck in the account. Would have liked to continue using PayPal as most of our clients are international tourists (we are in South Africa), however we have had to find alternative solutions.  Have called them and was told account would be released but months down the line and nothing! Have even emailed them at the address which they emailed us from. Really disappointed with PayPal as they were a good solution for us receiving payments from US and UK clients.  Any suggestions as at the moment I feel it is plain thievery holding onto funds that do not belong to them no matter how small the amount is.
