Account Limitations

I have been trying to remove my PayPal limitations for the past few days. I submitted documents twice. First my Passport then my National Id I also added a government letter, given by my university and there still seems to be a problem. According to them, I submitted the wrong documents. It's freaking frustrating. Is there a way I can talk to them directly? Because customer service sucks!

It also sucks when folks ask questions and want contact information when they haven't said what country they are in !!!!

Right! I'm a Zambian studying in China. China is my current location. Is this enough?
