Account Limitations message but no Limitations in the resolution centre to correct..

We have a Shopify Store, but the store is not able to process PayPal payments. The reason given "limitations"

 

PROBLEM: Limitations DO NOT EXIST in our resolution centre. 

PP customer service gives the same generic instructions which can not be applied within our account due to the lack of the link appearing within our account resolution centre.

 

Anyone else having this problem?

Please Advise.
