To ensure PayPal remains a safer place for enabling payments, we regularly review all accounts. Sometimes, limitations may be placed on your PayPal account, which could restrict you from completing certain actions: such as withdrawing, spending, or receiving money. Limitations are in place to help protect all our customers, and in some cases to meet our regulatory obligations. Protecting your account and money is important to us.

 

Account Limitations: What might cause it, and how to help avoid it?

If your PayPal account is limited, you may be unable to withdraw, send or receive money. There are a number of reasons why your account could be limited:

 

Suspicious & unusual activity

  • We suspect someone could be using your account without your knowledge.
  • Your bank alerts us that someone has used your credit/debit card linked to your account without your permission.
  • There are unexpected changes to your selling activities such as a sudden increase in your typical sales volume.

In such cases, we do what it takes to protect you from potential fraud prompted by the unusual activity– through limiting your account, and investigating.

 

You can safeguard your personal information and help protect yourself against fraud through some simple measures.  For example, don’t enter your personal or financial details when describing items for sale or in response to emails, and log out of sites you’ve entered your personal information into.

 

Regulatory reasons or business is not compliant

Your account could be limited for regulatory reasons. For example, India PayPal sellers need to include additional information to be able to accept payments in their account. Also, reaching a certain transaction value in your account may trigger a limit, which can also be removed by providing information required to PayPal.

 

There are also restrictions on what a PayPal account can be used to accept (and make) payments for. For example, PayPal doesn't allow the sale of counterfeit goods or banned items. So, ensure that your business is compliant with PayPal’s Acceptable Use Policy .


Increased buyer issues

An increase of complaints, claims and chargebacks from buyers can lead to account limitations.

 

Following some simple guidelines can help you improve your performance and reduce the likelihood of limitations. Overall, communication is key. You should:

  • Provide detailed product descriptions and photos.
  • Be upfront about policies such as shipping and returns.
  • Ship orders promptly and track shipments.
  • Respond quickly to any messages from buyers.
  • Work to amicably resolve any problems.
  • Ship to the address provided in the transaction details page.
  • Use quality shipping materials to prevent damage.

 

Removing limitations

 If your PayPal account is limited, here’s what happens:

  1. We’ll email you to let you know –  we’ll ask you to log in to your PayPal account and go to the Resolution Centre for details on how to resolve the issue quickly, usually by providing information.
  2. Once you’ve submitted the information required, we’ll review and reply via email.
  3. We’ll remove the limitations once we have verified your account. At times, limitations can be removed by simply changing your security questions and password.

Here are the types of information and documents we may need from you:

- Supplier’s invoice with contact information

This helps us determine the inventory source and validate that you have the items that you’re selling in stock.

 

- Payment information

When an invoice is unavailable, we’ll review the following information about your payments:

  • The item or service that was sold
  • The buyer’s name and shipping address
  • Proof of shipment to verify that an order was delivered

- Shipping or Tracking information

This helps us to verify that customer orders are being fulfilled.

 

- Proof of business
This provides evidence of a valid business registration and business ownership.

 

- Information for India sellers
This is to comply with our India regulatory obligations. Provide a valid PAN, a local bank account and the purpose code in your PayPal account task board.

 

- Proof of address such as bank statement or utility bill, Proof of identity such as passport or driver’s license
This helps us verify your identity when there is unusual account activity or to comply with regulations.

 

Once you’ve submitted your information, look out for any more emails from us as we may need additional details. We’ll do our best to confirm your information and remove the limitation within 2 business days, but sometimes it can take a little longer.

 

Quick Tip: If your PayPal account is limited, don’t open a new account. It could be traced back to the limited account.  It’s always best to resolve the limitation. We will guide you through it and restore full access to your PayPal account as quickly as possible.

I have had the same problem for 3 weeks now and it still hasn't been resolved. I have provided all the id they asked for, I called them numerous times and I still cant access my funds. I did hear that a lot of people are trying to withdraw money and Paypal haven't got it to give them? Could this be the reason?

wer.on a.lockdown due to covid19 for.almozt a.month now and.our.food stocks.and.funds.wer almost gone.now., i asked a friend before the lockdown and.the.covid19.issue.to.lend.me.some.cash that ill be needing to my personal matter and and this,is where.he always sends me the.money he would lend me at paypal and i just withdraw the money from my paypal and transfer.it to my prepaid atm then withdraw whenever i need some.cash or f ill be needing to pay something online , i always use.paypal, and then i waz surprised when.i cant use that money on that day he sent that to my acct , i dont receive.any email from paypal telling that theres something happenning on my acct, and just zhown on the app when i tried to view the resolution center.from the app, and up until now , in where ,its crisis here and this is the only resources i hav left so my family wouldnt be hungry whenever our ztocks would be gone, wouldnt be available as.well ? pls do understand that this is my money and even if its mine im willing and begging anyone to help me to take my money cuz i badly badly so badly need.thiz. , i sent an.identification already and when im trying to.confirm a card its not.allowing me cuz theres an error that id been trying to fix a lot of days since now saying to try again later later latrr , plz help me ,plz give my money ,im begging u mam or zir.pls pls plz

My account was limited and its been over a month i have paid to register my business abn name and forwarded it on to pay pal it wasnt even my money for pay pal to hold it was my fathers i d just been using pay pal for years never ever thought it would turn out like this so now my dad is stuck in another country cause we cant with draw this money that we all desperatly need to afford anything as it was rent for my dads unit paypal are refusing to respond or answer i am defiantly going to the media of this isnt resolved this week

I have had limation put on 2 times i 4 days because i couldn't add my bank so i sent to a friend who had an acct.. i think its horrible especially at a time like this i have submittex all info needed bith times

My business account has been limited. I supplied the necessary information over 5 weeks ago and still nothing from them.

 

If I go through the contact menus, there is no phone number. If I go to the message app, it says all their agents are offline and to message during office hours...even though IT IS during office hours! I've also used the email function and received nothing.

 

So it appears there are zero ways to communicate with PayPal. You'd think they were a shoddy start-up, not a global financial giant!

Reading through the latest comments I can see that I'm not the only one who can't reach anyone from PayPal. I've asked for a personal info update many months ago, with zero response from PayPal, and now our account has been limited, and to lift the limitations I have to confirm the outdated information that should have been changed by PayPal months ago. I've tried to contact the customer service via their online form and haven't got a reply, again. Facebook inbox is operated by a bot, and when I asked for an agent to take over my case, there was the covid message about the limited staff. It's ridiculous.

But people don’t have the time to ‘wait’ for you all to review our accounts. We do the necessary steps and still have to wait. I DO NOT WANT TO WAIT FOR MY OWN MONEY. This is illegal Paypal!!! You are running a ratchet!

So I’ve sold 2 items through eBay, receiving over £500, soon as I sold these items I had my account limited, I provided information that they needed and me ID etc and they then permanently put my account on a limitation, I feel like my money is being held from me unrightfully, I received positive feedback from both buyers about the items I sold! I can’t get in contact with anyone as because my account is permanently limited I can’t access the live chat anymore, I can’t call because all call centres are closed due to covid, so how the heck am I meant to contact someone in order to get my money!? PayPal are useless, never had this much trouble with any service before, absolutely awful.
