Account Limitation

I recently upgraded my website to accept payments. I received three emails confirming the acceptance from PayPal. I then received an email stating that my account had limitations placed on it. I can receive payments but can't withdraw. No reason for the limitation was stated in the email. The resolution center shows no cases to be resolve. Multiple attempts to contact by phone are met with messages stating that they cannot support my need via a customer care representative then disconnects me. Multiple messages through their system tells me that an error has occurred and to try later. Nothing they offer helps.
