Account Limitation

Hello all,

I have a business account with PayPal and it is perm limited, back in August 2019 I was told that my funds would be released. I went and tried to withdraw my funds and it says 'We're sorry, something seems to have gone wrong. Please try again later.', I tried to add a bank account as well and said the same message.  I called up PayPal throughout last year and early this year about the issue, also emailing them, one rep back in 2019 told me the funds would be released and then after that, I haven't heard anything from PayPal since and still to this day my funds are still stuck in my account.

Does anyone have any idea how I can get through to someone and speak to a representative to get my problem solved?
