Account Limitation for 180 days

I just received an email stating that I can no longer use Paypal services and must wait 180 days to send or withdraw money. I have no clue why this happened. I hardly use the account but for the occasional purchase on eBay. I recently updated some of the banking information but my existing credit card and others remained. I called customer service and there is apparently no fix to this other than to submit a subpoena?!? This is extremely annoying to say the least. I don't even care about the money sitting in there but was looking to start buying crypto ($20 at a time maybe 1-2 a month). It's their service they are offering and I am just trying to use it, what is going on?? Please any advice on how to fix this and get my account back in good standing would be great. Thanks
