Account Limitation and I can't resolve it

As the title says, I have an account limitation and I cannot resolve it. Everytime I go to the Resolution Centre all I see is a message saying "You can no longer use PayPal" and then my reference number at the bottom. There is no option to resolve anything. I was wondering if anyone could help me with resolving the issue? I'm not even sure why my account has been limited in the first place. Thanks.

Anything exactly or remotely related to the Restricted Activity list or the Acceptable Use Policy, both can be found in the PayPal User Agreement. 

You may try to contact customer service to see if you can appeal the decision, no guarantees though:

Log on, click HELP on top menu, scroll down to click CONTACT US, and then scroll down to click CALL US.
