Account Limitation Stuck with Add Paypal Balance "Wont let me add any amount"

Hi, Can anyone help?  I am trying to resolve my Account limitation. I am "Stock in adding Negative Balance" I dont have a negative balance. I have tried to figure out how I can be done with this page  trying to add funds but its giving me an error that the amount i am adding is greater than ny negative balance. I have been trying to add random amount from high to 1PHP but still same error "I cant add an amount that is greater than my current negative balance" This is so weird because even an amount of 1 is bigger than my current balance. Is this a system glitch? As you can see I have a positive available balance
