So about a year ago my PayPal was limited and I have never gotten the time to resolve the entire limitation. A few months ago I received an email from PayPal saying "Your funds are now eligible for withdrawal." After seeing the email I went ahead and tried to withdraw them to my bank but it is still saying my account is limited and I can't withdraw the funds.
