Account Limitation - Cannot resend documents

My account is under limitations. I sent the documents, but they got rejected and I don't have an option to resend them. Does anyone know anything? 

I am trying to confirm my address, but it only gives me the option to confirm my card (which I have already done). I explained that 15 times at the email center and I keep recieving the same automated response (which is extremely disappointing on your behalf PayPal!!!!). Is there a way for this problem to be resolved? The calling center will not pick up either.
