Account Limitation Because I Can't Provide a Receipt For 10 yr old Item Sold on Ebay.

Sold a dress on ebay in March 2020 for less than £10. Buyer received it and gave positive feedback on ebay. PayPal have put limitation on my account until I provide the original receipt for the dress, which I bought more than 10 years ago, and no longer have. Does this mean I will never be able to remove the limitation? If so, does PayPal just keep all my money in my account?
Have sent them multiple messages, but no answer. If they're allowed to do this, warn others not to sell on ebay unless they have receipts from upto 10 years ago. Ridiculous!
