Account Hacked lost $300+ SGD and paypal not helping

On the 3rd of this month, I was notified of a transaction of $215 USD sent to an email address. When I checked, someone had hacked into my account and have done this transaction. This was not done by me and I opened a dispute. Paypal told me via the phone that they will take about 30 days to refund me my money back and to wait patiently. Today I open my PayPal to check and when I saw the resolution centre, my case was closed and it said that "Transaction not eligible for protection". I do not know what this means as I have only used PayPal for 2 transactions back in June. This was a fraudulent transaction and Paypal is not doing anything about this. How can someone just hack into my account and send over 200USD to an email address and not even have a 2nd verification?
