Account Access Limited

My account access has been limited in that I can't withdraw money or make payments. I have now spoken to 6 different paypal customer service representatives all who have given me different vague reasons as to why I can't access any of the money that is in the account. Multiple of them blame it on ebay or an item that is pending return but when contacting ebay they assure me there are no problems on their end. I know paypal does reviews of accounts they feel are suspicious to which I submitted all of the required information immediately. It has now been 7 days and no one seems to be able to give me a straight forward answer as to what is going on with my account and why I can't access any of my money. All in all it is probably the worst customer service experience I have ever had and just want to get access to my money. Can anyone help?
