I'm sorry to hear that there is a need to dispute a transaction. Did you make the purchase as a guest? If you entered your card number at the time of the transaction instead of logging in to your PayPal account, the transaction would not be in your transaction history and you would not be able to open a dispute on the transaction in the Resolution Center.
