A website won't let me purchase saying my account is limited

I was trying to pay for something on a website but it wouldn't let me saying that my account is limited. However, I didn't receive an email saying my account has been limited and there are no steps in the resolution center on how to get my account unlimited. Please help, there are no signs my account is limited yet I can't make a purchase.
