I got this message from Paypal

 

A refund for the following transaction from       wasn't processed successfully.

 

If you've been expecting this refund, please contact      to issue the refund again.

 

I have tried contacting the seller but he hasnt responded.

 

It is to do with an item that I did not receive.

 

His reason was "Sorry for this problem. I contacted the supplier and they said they forgot your order. very sorry i didn't settle for you soon. I will refund you. thank you"

 

Now I know this issue has been raised before in Paypal community but I cannot seem to escalate the problem. Paypal says that the case is already opened but no escalate tab.
