A fake account has been made on one of my other emails.

Greetings. I noticed I strange email about PayPal policy updates recently sent to one of my other emails. However, I have never set up PayPal with that email. Also, the email was in Chinese and addressed to Tom Lee(A name I do not know). I checked all my past emails and found that the account was created in 2012. I do not know the password but I tried logging into the account by using account reset. That, however, only leads to an error. I believe that this account is fraudulent and should be deleted. I tried messaging PayPal support but got an unhelpful automated response. Can anyone give me some advice on this issue?
