A buyer didn’t receive 2 packages I mailed, what can I do?

A person purchased some items I was selling and has yet to receive them. One was mailed in late April and the other the beginning of May. They didn’t pay for tracked shipping and I find it really strange that both have gone missing. The total of both was almost $200 so I am not sure what to do. I’m not a business and the products I sold cost me a lot of money as well. I would be out huge if I had to refund them for even one of the packages. I know shipping is delayed but I feel like maybe something else happened to them. Do we as sellers have any coverage from PayPal or what are my options. I don’t want it to damage my PayPal credibility but I don’t feel like I should take the loss as well. Please help!
