I accidentally used vpn (to reduce game latency) to purchase a addon in a Japanese steam game by topping up steam wallet with paypal, and I forgot to turn it off.
I have proof from steam purchase history, that can show that I purchased from the same game many times prior without needing to use a vpn.
It was just my stupidity. I would never intentionally use vpn with paypal.
