5 claims against same seller... one claim in my favor... so why are the next two against me?

I have several claims against the same seller. How can I win one claim, and then the next two be denied? It makes no sense! They are the exact same claims for the exact same things! Non-USA seller who has no proof that I received my item. I hope the next two go in my favor but I doubt it. Anyone know what I could do about this? I get no say in the matter at all I feel like I file the dispute/claim and it’s all up to Paypal and the merchant. Why does not my word count.
