180 days passed after limitation, card Already linked has been cancelled and a new one can't linked

$130 are stucked in this account after 180 days, my linked visa card deactivated since it was lost. So I want to add a new visa card and withdraw money, but paypal doesn't allow me to add a new card, so how to proceed! thankyou
