180 day withdrawal

I received an email stating I can withdraw my money from a limited account, but it won’t let me add bank account or card and I can’t speak to anyone? What do I do?

Something that includes 180 days with my situation I sent from my bank to PayPal 2,000 two different times after sending it the second time PayPal send me a email stating it's fraudulent so I uploaded the documents stating that the money I sent was indeed mines they permanently closed my account and I will have to wait for my money once i receive an email from paypal stating how I could remove my money from my account so I tried issue a refund back to my bank but never received since July that 2,000 I refunded

Contact options for Paypal are accessed by clicking help/contact bottom left of Paypal pages...

1. Paypal phones are slowly re-opening and increasing in numbers (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, during business hours you may also be able to message whilst logged out.
Or
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.
