I'm sorry to hear you've been running into some issues getting access to your funds. Normally, after the 180 days has passed on a permanent limitation, you should receive a notification on how to transfer your funds out of your account. If you have not received that notification or email, I would recommend reaching out to our Customer Support by clicking Contact and then Message Us at the bottom of the PayPal website.
