180 day limitation

Our account was limited Over 180 days ago. We emailed PayPal and got all the customers who paid into our account to email PayPal to confirm there was no fraudulent activity. We cannot get through to anyone, they do not respond to our emails and we have not got an email on how to withdraw the funds. Has this happened to anyone else? Please can you advise on how to resolve this.
