14 days cool off not covered by paypal reasons to report a problem with a purchase?

Hi! 

 

So I bought an item online in europe, where we have a 14 day cool off period.

I asked the vendor to give me return information so that I would send it back and they are denying it, saying it was a sales item so there's no returns.

 

I don't see any exceptions to the 14 days for sales items.

When i try to report a problem with purchase on paypal, there's no option about me wanting to return within 14 days.

 

The vendor does not want to cooperate and I also can't report it on paypal due to lack of option. Is this correct? Did i miss some information?
