cannot signup for a business account

Hi, I got some problems while upgrade my account to business account.

same as this case at  paypal community : link

if I login to my account its always landing to page : https://www.paypal.com/id/merchantsignup/personalInfo

many try to submit my account info and always get message :

• We’re sorry, something seems to have gone wrong. Please try again.

please help me solve this problem.
