I am located in India.
Recently I needed to use paypal to make certain overseas payments.
So I signed up for a paypal account and linked my debit card to it.My card is issued from Axis Bank.
It shows that the card has been successfully added, but when I go to make the payment on the merchants site via paypal, it gives me an error saying "Issuer Has Declined Payment"
What is the issue??
FYI My bank account is verified by paypal, and I have sufficient balance in my account.
Any help would be greatly appreciated, as I am in real urgent need to make these payments.
