Paypal won´t let me add a US bank account, Im from Venezuela and everytime i try it just says "Try later"

Yo tengo el mismo problema, no logro agregar mi cuenta ni mi tarjeta de débito, estoy en Venezuela. Me da el mensaje de "Intente más tarde", cómo puedo agregar mi cuenta bancaria a mi cuenta paypal?
