I made a payment for a medical bill through paypal and it was for the wrong amount. However, the payment says completed but the "seller" cannot refund me because they have not recieved the funds. Is there any other way to just void the entire transaction? I have also called my bank and they can't do anything for me unless the payment goes through. Please help!

Hi cpatton4! 

 

Oh no! I know many major merchants chose to run basically "batches" once or twice a day to withdraw money from PayPal, so I suspect that this is what they mean by not receiving the funds. That doesn't mean that their PayPal account wouldn't have already been credited because we process the transaction for you immediately, even if we are waiting on a bank transfer to complete.

 

Basically, it would take someone within the company that has access to their PayPal account to issue a refund at this point. Most likely, they resolve billing issues outside of PayPal and solely use our service as a payment processor. You do have an option on PayPal however to dispute the transaction as a billing error. While this would be an option to resolve the difference in amount with the merchant, I must let you know that it will not stop the whole amount from being deducted from your bank account. Because we process payments instantly, there isn't a way to change the amount of the transaction. However, if the merchant issues a refund through PayPal that money would be credited back to you on your PayPal balance which you could then withdraw back to your bank.
