Card reader not pairing

I returned my last reader because it stopped working . The new reader won't pair with my iPhone app. It says that it has in settings but I cannot get sale amount to pair on the reader . Only way to complete sale is by manually entering the card no. I have restored the reader to factory settings twice . I have also tried delegating the pairing and repairing the reader but nothing works .
